Prioritizing Safety Through Innovation: Sacramento Enhances Infrastructure with Smart Parking Solutions

Nestled in the heart of Northern California, Sacramento is a city of rich historical significance and continued innovation. As the state capital, its legacy spans from Gold Rush prosperity to serving as a pivotal hub in the development of the transcontinental railroad. Today, Sacramento embraces its past while leading with forward-thinking initiatives, earning recognition as one of California’s fastest-growing cities and the “Farm-to-Fork Capital of America.”

As the city grows, so does the importance of safe, efficient, and sustainable infrastructure. To better serve residents and visitors, the City of Sacramento is upgrading one of its key downtown parking garages with a state-of-the-art Automated Parking Guidance System (APGS). This enhancement is more than a convenience—it's a vital investment in public safety, improved traffic flow, and a smarter urban experience.

To deliver this vision, Sacramento selected TKH Security to implement its Park Assist Solution in the Memorial Garage—a 10-story facility with over 1,100 spaces that supports daily commuters, local businesses, and event-goers. This decision reflects the City’s commitment to innovation, safety, and operational excellence.

“This project is about more than convenience—it’s about making our public facilities safer and more accessible,” said Staci Hovermale, Parking Manager for the City of Sacramento. “By incorporating smart parking technology, we’re not only improving the day-to-day experience for drivers, but we’re also enhancing traffic flow, reducing frustration, and creating a safer environment for everyone who uses this space.”

Technology Driving Safety and Efficiency

At the heart of the upgrade is the M5 smart sensor, a camera-based solution featuring two CMOS digital cameras per unit. Each sensor monitors up to six spaces (three on each side) with more than 99% accuracy. By significantly reducing the time needed to find a space—up to 63%—the system eases congestion and minimizes the risk of low-speed collisions.

The M5’s customizable full-spectrum LED indicators improve visibility and user guidance. These indicators can display different colors to denote ADA-accessible spaces, electric vehicle spots, and space availability, enabling safer and faster decision-making for drivers.

Safety-Driven Features Include:

Park Finder: Helps users quickly locate their vehicles, reducing time spent navigating the garage.
Park Alerts: Uses license plate recognition (LPR) to notify staff when vehicles are parked in restricted zones or have exceeded time limits—enhancing both enforcement and public safety.
INX-Core Software Suite: Offers real-time and historical data, allowing operators to monitor garage performance, conduct predictive maintenance, and respond swiftly to incidents.

“This project represents an exciting opportunity to partner with a city that values innovation and forward-thinking solutions,” said Kevin Austin, Regional Sales Director, West Coast, TKH Security.

With installation expected to be complete in late 2025, the Memorial Garage will set a new standard for accessibility, safety, and smart city infrastructure.
